SIAM-SAFE in association with Transport Department, Government
of Himachal Pradesh organised a Workshop in Vehicular Pollution
Control and Road Safety on 6th and 7th August 2004 at Shimla.
The workshop was inaugurated by Mr G S Bali, Hon’ble Minister
of Transport, Government of Himachal Pradesh in the presence of
senior officials from Transport (including Road Transport Corporation)
and Environment department. Presentations were made by SIAM member
companies and representatives from Indian Oil Corporation, Institute
of Driving Training Research, ARAI, Himachal Pradesh Government
& RITES.
SIAM in association with Transport Department, Government of Andhra
Pradesh organised a Roundtable on Integrated approach to Vehicular
Pollution on 14th October 2004 at Hotel Golkonda, Hyderabad. Mr
Gonela, Transport Commissioner, Government of Andhra Pradesh chaired
the open-house discussion and shared the action plan submitted
by the Transport Department for the city. Mr Sandeep Tandon of
USAID gave an overview of how the City of Hyderabad was selected
for the Pilot Project on Networking of Computerised Pollution
testing stations. SIAM and M/s AVL made a detailed presentation
on networking system which has been developed and put in place
in Hyderabad since January 2004. There was a panel discussion
on the data collected so far from the networked seven centres.
Mr CLN Gandhi, Jt. Transport Commissioner & Sec. Govt. of
Andhra Pradesh chaired the discussion.
Further an awareness program on new In-Use Vehicle Emission Norms
and demonstration of 4 Gas analyser and smoke metre was also conducted
at RTA Khairatabad.

A similar Roundtable was organised in Chennai Trade Centre, Nandambakkam,
Chennai in association with the Tamilnadu Pollution Control Board
and Transport Department, Government of Tamilnadu on 4th December
2004. A brief presentation on Action plan for Chennai City was
given by Dr G S Thangaraj, Dy Director, TNPCB. An open house discussion
on Issues of concern was chaired by Mr Neeraj Mittal, Jt Transport
Commissioner, Transport Department, Government of Tamil Nadu.
An awareness program on new In-Use Vehicle Emission Norms and
demonstration of 4 Gas analyser and smoke metre was also conducted
at Chennai Trade Centre.
Clean Air Initiatives for Asia in association with SIAM and Ministry
of Environment & Forests, Government of India organised the
Better Air Quality 2004 from 6 – 8th December 2004. The
workshop was inaugurated by Mr Namonarain Meena, Minister of State
for Environment & Forest, Government of India. Nearly 130
oral presentations and 90 poster presentations were made during
the workshop.

SIAM also organised an interactive meeting on Action Plan for
Agra to reduce emission from vehicle sources on 7th December 2004.
Officials from different departments of State Government and Central
Government participated in the meeting. Mr Rajinder Singh Rana,
Hon’ble Minister of Transport, Government of UP expressed
that SIAM should organise similar meeting in Lucknow in future
involving officials from different departments of the State Government
to chart out action plan for key cities of UP.
A meeting of SIAM Service Heads was held on 10th February 2005
in New Delhi under the Chairmanship of Mr K N Krishnamurthy, President,
SAFE. The members deliberated upon the following issues:
1. In-Use Vehicle Emission Testing
a. Gasoline Vehicles
– Lambda Measurement
b. Diesel Vehicles-Smoke Opacity Measurement
2. Emission Warranty
3. Fuel Adulteration
4. Programme for Awareness on Road Safety and Emission Control
5. Sales Tax on warranty replacements

SIAM in association with Department of Transport, Government of
Uttar Pradesh organized Round Table Meeting to discuss Action
Plan for key cities of UP in order to improve the Transportation
scenario in UP and looking at Investment Opportunities for the
Automotive Industry in UP.
Mr Amar Singh, Chairman, UP Development Council; Mr Ambika Choudhary,
Revenue Minister; Mr Naresh Aggarwal, Transport Minister and Mr
Rajinder Singh Rana, Minister of State (Transport) from the Government
of Uttar Pradesh were present during the meeting.
Mr Amar Singh invited the industry representatives to set up manufacturing
units in Uttar Pradesh and informed that Government is taking
all possible steps in creating a good business environment. He
assured all help to entrepreneurs wanting to invest in the State’s
Transport Sector.
Mr Naresh Aggarwal laid emphasis on the need for having uniform
tax structure through out the country. He claimed that creation
of an Urban Transport Corporation for the state’s major
towns would bring revolution in the urban transport system. Presentations
were made by SIAM on the “Status of Automobile Industry”
and “Regulating Emissions and Safety in Vehicles”,
ACMA on “Status of Auto Component Industry” and Prof
Dinesh Mohan, Head, TRIPP, IIT Delhi on “ Modern Urban Transport
Policies”.
SIAM organised a round table meeting with Government of NCT of
Delhi on 28th April
2005 to share and address some of the issues of concern relating
to automobile emission, safety and registration in Delhi. Presentations
were made by Tata Motors, Maruti Udyog, Hero Honda and SIAM covering
issues of Air Quality Management, Emission Technology, Certification
of Vehicles, Lambda Measurement from Gasoline Vehicles and Road
Safety. During the meeting the Transport Department sought SIAM’s
intervention in raising the issue of authorising CNG/LPG kit retrofitters
from respective vehicle manufacturers in order to have a closer
control on authorised retrofitters. The Transport Department also
clarified that new BS II vehicles manufactured before 31st March
2005 can be sold in Delhi till the declared stocks last.
